Thorough knowledge of NC Vocational Rehabilitation structure and billing Knowledge of NC Employment First program Entrepreneurial-minded, high-energy operations leader Some experience negotiating or selling to businesses.
High level of patience, compassion, effective communication, and professional conduct Certification in CPR/First Aid, Bloodborne Pathogens, Cultural Diversity, and Crisis Intervention (preferred/agency can provide); valid Driver's license and good driving record.
Pre-employment background/drug screening SUMMARY This position will help people with disabilities find employment.
This position will have a thorough knowledge of how to assist people with disabilities to find and maintain meaningful, competitive employment.
The role of the Director of Community Employment Services is to connect people with disabilities who are seeking employment to employers in local communities.
Through assessment, job readiness training, job matching, and job coaching, we will assist those with disabilities to reach their highest level of independence.
This position provides high-level operational and policy interpretation and analysis, including research and development of policy recommendations.
Through effective leadership, this role drives an increase in the number of OE Consumers (with disabilities including intellectual and developmental, MH, Physical, Blind, and Hearing impaired) placed within Orange, Durham, Alamance, Rockingham, Caswell, and surrounding counties and a decrease in the number of Consumers in segregated employment.
SUPERVISORY RESPONSIBILITIES Manages and directs staff including recruitment, selection, and development to achieve Company goals and objectives.
DUTIES & RESPONSIBILITIES Responsibilities include budgets, billing, employee performance, profit and loss, accounts payable and receivable, and training schedules.
Create and strengthen relationships with local businesses and educate their staff on how people with disabilities can meet the needs of employers.
Develop and implement a balanced budget annually.
Monitor monthly financial reports to ensure cost-efficient operations and needed adjustments to limit excessive expenditures.
Provide vocational guidance, training needs assessment, and direct employer contacts for on-the-job training, job placement, and follow-up services.
Ensure clients gain maximum benefit from the program.
Develop strategies to custom-fit employment solutions for clients and employers.
Seek out grants and participate in fundraising.
Supervise and lead performance management to ensure successful growth of skills and competencies by evaluating performance, effective coaching, recognition, structured staff development, and supervision.
Ensure services are provided professionally and ethically and are compliant with applicable federal and/or state laws, regulations, and/or agency rules, standards, guidelines, etc.
Keep abreast of applicable laws, regulations, and policies of agencies responsible for surveillance and oversight, including DHS, DPH, CMMS, CARF, OSHA, Department of Labor, and other agencies, as needed.
Monitor services and ensure compliance with various state contracts.
Recruit, hire, train, and performance manage all new employees.
Initiate disciplinary action if needed.
Conduct information-gathering and analysis of successful systems and methods utilized by other states.
Review and interpret federal and state program regulations affecting services.
Develop and strengthen relationships with a variety of partners including State Depts.

Review and interpret federal and state program regulations affecting services.
Work with multiple agencies, consultants, providers, and consumers to develop strategic and multi-year plans that include goals, objectives, milestones, and metrics.
Develop and implement strategies to educate job seekers and their families about how to use the data to make informed decisions about selecting an employment provider.
Provide ongoing oral/written reports to management and key stakeholders, regarding program plans, issues, procedures, and progress.
Provide training to providers and agencies regarding program standards and practices including the effective use of outcome data in local planning and evaluation.
Make presentations at conferences, trainings, and seminars.
Participate in statewide and regional stakeholder meetings and training activities.
Design information and written materials to reflect OE's mission and philosophy in addition to established program policies related to employment for individuals with disabilities.
Understand and interpret agency and program mission, policies, procedures, rules, and regulations to all stakeholders.
Represent OE in regular meetings with provider trade associations and family associations with cooperative and professional communication skills.
Develop, implement, and evaluate a career development program for job seekers.
Develop relationships with local school districts to be a resource for employment and training opportunities for their transitional employment programs.
Collaborate with the Director of Customer Development and Marketing to implement business plans that will expand employment and revenue opportunities.
Collaborate with the Director of Facility Support Services to develop, implement, and monitor OE program direction.

Estimated Salary: $20 to $28 per hour based on qualifications.
